Bluegrass Water - Sewage Treatment Plant

As many of you have been aware Bluegrass Water Utility Operating Company (Bluegrass Water) purchased the sewage treatment plant that services Homestead & Longview Subdivisions as well as other plants that service other subdivisions across Kentucky in 2019.
September 30, 2020, all residents received a notice in the mail that Bluegrass Water has asked the Kentucky Public Service Commission for a general adjustment of rates charged. They stated they were seeking an additional revenue of $2.1 million across all their sewer services to recoup the cost improvements of systems Kentucky. They were seeking to increase our cost of services from $30 per month to $96.16 per month starting on or after October 31, 2020.
Homestead Board of Directors quickly joined other subdivisions affected by this change in a petition against the rate increase. We obtained the services of David Samford of Goss Samford to represent our interest before the Kentucky Public Service Commission. David Samford was previously General Counsel and Policy Advisor to the Public Service Commission and is well qualified to represent us in this matter.
August 2, 2021, all residents received a notice in the mail from Bluegrass Water that the Public Service Commission authorized a rate increase to $85.97 per month. This increase would take affect on or after August 1, 2021. Many residents seen the increase in their September 2021 bill. It was indicated at the August 2021 HOA meeting that Bluegrass Water tried to increase rates to $140 per month based on new data at the hearing, but was denied.
Although we still have a rate increase from $30 per month to $85.97 per month, we were able to keep the rate lower than either of the requested increases by Bluegrass Water. This issue will continue to be monitored by the HOA Board and our Legal Councel (Goss Samford).
Residents will see (2) bills when it comes to their water/sewer services. (1) for water from Georgetown Municipal for around $15-20 per month, and (1) for sewer from Bluegrass Water for $85.97 per month. Both bills are accurate and to be paid.
